Update Spanish regulations regarding international travellers.

Since 25 May, almost 50% of Spain is in Phase 2 of the de-escalation plan since the introduction of the measures due to COVID-19. The Spanish Prime Minister "Pedro Sánchez" also confirmed on May 23rd that Spain will welcome foreign tourists during the month of July and that this will help to lift all border controls currently in force.

So far the prospects are good, taking into account the progressive decreases in infection/death/hospitalizations related to COVID-19. This also means that, at the moment, the entrance of the "new normal" as of 29 June is a very feasible map!

De-escalation to PHASE 2 on 1 June

Next Friday, 29 May, the "Ministry of Health" will take a final decision on whether the other regions of Spain will also move to Phase 2 on 1 June (with the corresponding relaxation of restrictions).

Since 25 May, almost 50% of Spain has been in Phase 2 of the de-escalation plan since the entry into force of the COVID-19 measures.

The Valencian Autonomous Community had decided beforehand not to initiate the de-escalation of the successive stages by province (such as Alicante, Valencia and Castellón), but by health district (Dénia, La Marina Baja, etc.). However, this Friday, 29 May, the Government took the decision on the request to move to Stage 2 with the entire Valencian Autonomous Community on the 1st of June. 

29 JUNE = "NEW NORMAL

In the meantime, the Spanish Prime Minister Pedro Sánchez confirmed on 23 May that Spain will welcome foreign tourists during the month of July and that this will also mean that all the border controls currently in force will be lifted.

The province of Alicante is currently in Phase 1, Phase 2 will follow on 1 June and Phase 3 is planned from 15 June. This means that from 29 June, in all probability, the so-called "new normal" will start. 

So far the prospects are good, if we look at the progressive decreases in the number of infections/deaths/hospitalizations related to COVID-19. So this also means that at the moment the entrance of the "new normal" as of June 29th is a very feasible map!

CURRENT BORDER CONTROLS & regulations international travellers.

The Spanish Official Gazette indicates that the "Ministry of the Interior" decided on 14 May, through legislation INT/409/2020, to soften the border controls of Spain with neighbouring countries on 16 May and to review these restrictions on 15 June.

These regulations, with regard to border controls that will end or be softened at 15 June, limit the movements that are not necessary to allow only the following persons to enter Spain:

1. Movements, from non-EU countries OR from countries that are NOT members of the "Schengen Convention", to and in Spain are possible if;

- Residents within the European Union, countries affiliated to the Schengen Convention and Andorra (residents): < Provided they go directly to their place of residence >
- Persons in possession of a long-stay visa: < Provided that the visa has been issued by a European country or a country affiliated to the Schengen Convention >
- Cross-border workers
- Health care personnel or persons working in geriatric care: < Only allowed to and from work >
- Personnel transport sector (crew sailing and airplane, fishermen): < Provided that their journey is continued >
- Force majeure or necessity

- Staff working as members of diplomatic missions, consular services and international organisations: < Provided that the movements are related to the performance of their services >

2. Movements, from European countries OR from countries affiliated to the 'Schengen Convention' (Iceland, Norway and Switzerland), to and in Spain are possible if;

- Residents in Spain (registered)
- Residents within the European Union, countries associated with the Schengen Agreement and Andorra (residents) < Provided they go directly to their main residence >
- Marriage partner of a Spanish citizen < Or life partner, registered in an official register >, < or parents/children under the supervision of the Spanish citizen, whose travel destination is the residence of the Spanish citizen >
- Cross-border workers
- Health personnel or persons working in elder care: < Only allowed to go to and from work >
- Personnel transport sector (crew sailing and airplane, fishermen): < Provided that their journey is continued
- Force majeure or necessity

- Staff working as members of diplomatic missions, consular services and international organisations: < Provided that the movements are related to the performance of their services >

CURRENT RULES DURING THE ALERT PHASE FOR INTERNATIONAL TRAVELLERS

PLEASE NOTE: The Ministry of Health decided on 11 May, by means of legislation SND/403/2020, that international travellers arriving in Spain will have to comply with a number of rules. These rules will start on May 15 and will be lifted as soon as the state of emergency or "state of alert" (= Phase 1) has been lifted. This means that the following rules are lifted starting from the 1st of June. These rules read as follows;

1. Mandatory quarantine of 14 days, starting from the moment of arrival. This means a stay in the home or similar accommodation, with the exception of e.g. purchase of food, medicines, basic needs, medical services and/or due to force majeure or necessity.
2. Above permitted travel must be done with a mouth mask (obligatory!) and social distance (min. 2 meters distance to third parties). This rule will probably need to be respected while entering the so called "new normal".
3. Health authorities may contact you in order to have a follow-up (check)
4. In the case of symptoms that may be related to Covid-19 (fever, coughing, difficulty breathing, etc.); contact the medical services directly by telephone for "Comunidad Valenciana" = "+34/ 900.300.555" or via the general number = "112".
- The above does not apply to the persons listed below (unless following contact with persons with a positive diagnosis of Covid-19): frontier workers, transporters, health personnel in the exercise of their duties, transport personnel.
- Travel agencies are obliged to inform international travellers (with destination Spain) about this.

- Air carriers are obliged to have a document completed, namely a "Passenger Location Card" or "PLC" before arriving in Spain.
